Open data portals provide public access to structured datasets, enabling transparency, innovation, and data-driven decision-making. They are essential for governments, researchers, and businesses, allowing easy access to valuable information for analysis, policy-making, and service improvements.

One of the EU directives for Montenegro was to have all public data easily accessible to everybody in one place, free of charge. That will encourage other organisations, institutions and individuals to use it and create useful applications using that data.
General idea was to deliver Open Data, free of charge, and open to public usage, to be reusable, but subject to be measured and analyzed. It will have, for its goal, the encouragement of innovative solutions, accelerated employment growth, and facilitated research delivery.
One of the biggest challenges was to take the data from the different sectors in different formats and to let them import them into the same, unified, and machine-readable database format. Also, we had to make the data visible and downloadable, but not editable, so it would keep its accuracy and credibility.
Our task was to deliver a fully functional mobile-friendly Web portal. Using their OpenData frameworks, which also had to have enabled tracking for metrics and report purposes. It has an open API integration endpoint developed by the DKAN/CKAN standards for easy access to data and interoperability.
It brought standardization to public data handling and usage for both commercial and non-commercial purposes. Also, it simplified daily operations for the Parliament’s employees. Before the Open Data portal, they had to answer each NGO’s request for the data manually and now they can just publish it and let everyone access the data.
